Promotion of European Works in Audiovisual Media Services

Headway was co-leader, together with Attentional, of the European Commission study on the Promotion of European Works in Audiovisual Media Services (Articles 13, 16 and 17 of AVMS Directive).

The 2011 study takes place in the context of the new, recently-implemented Audiovisual Media Services Directive (AVMS). It investigates, for the first time, the promotion of European works on both linear and non-linear services, and the impact of the digital revolution on the future regulatory needs in Europe.

Similar studies were published by the Commission in 2005 and 2009. At that time the current Television Without Frontiers Directive (TVWF) regulated only linear broadcast services. The 2011 study covers both linear and non-linear services in 30 EU Member States and EEA Member States. It includes a legal analysis of implemented measures, an economic analysis of the market for European works, an independent analysis of the actual levels of promotion and consumption of European works in a sample of 11 EU Member States, and a prospective evaluation of the impact of changing economic, regulatory and market conditions on European “culture”.

The report was delivered to the Commission beginning of December and will be officially published in the early months of 2012.
